I. Baseline Summary.

Tearfund Burundi plans  to conduct a baseline study for a new project:  “BUSALICOM Phase II:Building Peaceful, Resilient, and Market-linked Communities in Burundi to be implemented by its local church and Christian organisation partners. The project will continue taking place in the provinces of Burunga in Rumonge commune (11 hills), Gitega in Bugenda commune (20 hills) and Butanyerera in Busoni (10 hills) with a total number of 90 local churches.

The main objective of this baseline survey is to capture data that will inform  the project implementers and its owner to better understand  more aspects of the prevailing situation in the targeted communities and households. The specific objectives of the baseline survey are:

  • To collect data that will be able to determine the level of change on impact and outcome indicators between baseline and final evaluation;
  • Improve the understanding of constraints and challenges faced by target participants, and their current state of needs

The baseline is intended for the project team, implementing partners, stakeholders as well as Donors  to understand the current situation and gaps for improving the lives of communities. The consultant is required to use both quantitative and qualitative methods for data collection.

II. Description of the project

The BUSALICOM phase II project will work with partner churches to embrace the Integral mission as the foundation for making a long lasting impact in the community and  improving the standard of living. The project has the Church and Community Mobilisation Process approach (CCMP) as an entry point, and will address the root causes of conflicts in Burundi. It will address the gender based violence (GBV), peacebuilding and economic empowerment related issues of the community.

The project’s main goal is ‘Local church is a centre of holistic transformation in the target community.”

To achieve this goal, the four outcomes were described.

  • Outcome 1: Mobilised and empowered communities demonstrate transformed mindsets and values, leading to individual and collective action and sustainable local solutions.
  • Outcome 2: Communities demonstrate peaceful relationships and social cohesion through transformed gender norms, reduced SGBV, and effective community conflict management mechanisms.
  • Outcome 3: Youth and women-led Cooperatives evolved from SHGs drive inclusive, resilient livelihoods through market access, technical upgrading, and strategic partnerships.

III. Baseline Purpose and objectives

The baseline purpose is to establish the initial status of the target population and project indicators before implementation begins, providing a benchmark against which progress, outcomes, and impact can be measured throughout the project lifecycle.

This will enable project indicators at output and outcome level to be measured and tracked.The baseline report is to be used for monitoring benchmark of Indicator Tracking Table (ITT) and evaluating the project implementation. Several objectives are determined to see the results into below mentioned areas:

  1. To establish the current status of project indicators which will serve as a basis for setting targets and measuring milestones on outcomes
  2. To determine the level of local churches’ contribution to the improvement of  socio-economic well-being of their members and immediate communities
  3. Show existing strategies used by local churches to reach out immediate communities
  4. To assess the level of tensions in households and target communities and determine the contribution of the local church in addressing such tensions
  5. To create a database on the present status of sources of household income in target communities
  6. To know the present economic situation of household and  communities
  7. To identify the level of gender  equality and gender-based violence

All objectives will be answered by the baseline survey findings and reported to the project team and Local responsible partners.

IV. Methodology

Tearfund Burundi will select an external independent evaluation firm/consultant to conduct the end line evaluation study . The selected consultant will be required to develop  a detailed set of evaluation  methodology as per the project ToR, context and other requirements, jointly with the Tearfund Burundi team. The  baseline will apply both quantitative and qualitative data collection methods in  a total of 41 hills.

V. Qualifications and skills of the consultant

The consultant will be responsible for planning and delivering the end line evaluation within the agreed standards and timelines. The consultant will recruit and be accountable for all other persons engaged during the study, including the field support staff.

The lead consultant will possess the following qualifications:

  • Minimum of a masters’ degree qualification in social studies, development studies, economics, monitoring and evaluation or any other relevant degree
  • A minimum of 7 years’ experience in conducting research studies
  • Must possess solid methodological and research skills demonstrated through several research pieces and evaluations.
  • Must possess excellent report writing, analytical, interpersonal, and communication skills.
  • Ability to work collaboratively with multiple individuals and groups including churches
  • Must be available within the period of the assessment

VI. Application requirements

  • An Expression of Interest: In your Expression of Interest, include a cover letter written to the Country Director of Tearfund in Burundi and the following:
  • A detailed technical proposal including:
  • Description of how your skills and experience match the TOR requirements,
  • Your understanding of the assignment
  • Proposed methodology and work plan
  • A financial proposal separate from the technical proposal: Should include a detailed budget
  • Your CV, including track-record of recent projects, references of at least three (3) recent organisations.
  • Sample of 3 recent similar studies conducted
  • Documents attesting to the legal existence of the bidder: Tax Identification Number, Government registration document, OBR Certificate of Tax Compliance indicating no outstanding liabilities.
